Unable to create any package with rule type "File Creation Date with Registry Value"

With existing and new packages I am unable to create a rule type "File Creation Date with Registry Value." Once I create it in the Rule Editor window and try to click the OK button nothing happens. The Rule Editor windows remains open and the rule can’t be added to the package. I can create rule type “File Modified Date with Registry Value.” How do I get this to work?
