What you're seeing is a generic Windows error message that's returned from the operating system that Orion is installed on when a TCP or UDP port is currently in use. In this case it would be either UDP port 67 or 68. I would suggest trying to reboot the Orion server to see if this resolves the issue. If it does not please open a case with support so we can troubleshoot this issue further. We will most likely need you to gather a diagnostic to determine what's going on.
